What's changing
and why it matters

The EU is eliminating the VAT exemption on low-value imports and introducing a new per-item handling charge. For merchandising, this is severe.

Per-item duty
€3 per product, per commodity code. Every distinct item in an order triggers a separate charge.
Example: T-shirt + Vinyl order from a UK warehouse
T-shirt (Apparel / commodity code 1)+€3
Vinyl LP (Music / commodity code 2)+€3
VAT on total order value+VAT
Customer pays extra€6 + VAT

Multi-item carts multiply these fees. A 4-item merchandising bundle = €12+ in import charges before VAT is applied.

No minimum threshold
The previous low-value exemption is gone. Even a €25 t-shirt now carries a mandatory €3 charge.
Before From 1 July 2026
Parcels under €150 entered the EU duty-free under low-value consignment relief. Every parcel under €150 is subject to €3 per item per commodity code.
No customs handling charges applied regardless of order value. There is no minimum order value that avoids the charge.
A 3-item order: €0 in import fees. A 3-item order: €9+ in import fees before VAT.

Unexpected at delivery
In many cases charges are presented at the door by carriers, not at checkout. Your team absorbs the complaints.
Lower conversion EU fans seeing unexpected import charges at checkout will abandon orders. Especially on impulse purchases and limited drops.
Delivery friction Carriers presenting charges at the door damage the unboxing experience and drive refund requests directly to your team.
Return rate increase Customers refusing delivery or requesting refunds create costly reverse logistics across international borders.
